Liberia: NPHIL Shakeup Sparks Governance Concerns as Employee Challenges Allegations

Monrovia – The National Public Health Institute of Liberia (NPHIL) is under heightened scrutiny following disciplinary actions against several employees, including three drivers who received three-month unpaid suspensions. The actions, reportedly initiated by multi-agency investigative committees, have raised questions about workplace governance at NPHIL.

One employee at the center of the controversy, Mr. Nuwolo, faces allegations that challenge his role and responsibilities within the institute. While Nuwolo claims to be NPHIL’s Mpox focal person, the Director General refuted this assertion, stating that his position is far below what he claims.

Despite this, Nuwolo maintains that his job involves providing technical and strategic guidance to the Ministry of Health, a major stakeholder in Liberia’s health sector. “Does the Ministry of Health not have oversight responsibility over NPHIL?” Nuwolo asked in a formal filing. “Does the Mpox focal person not have the responsibility to provide technical guidance to the Ministry of Health in line with his duty?”

Legal Battle Over Allegations

Nuwolo’s legal team, led by Kailondo & Associates Law Firm, argues that the institute has failed to provide evidence of wrongdoing, undermining its credibility and violating due process. “The actions by the Defendant, especially the Director General and HR, were deliberate, intentional, well-calculated, and very wrongful under the laws of Liberia,” Nuwolo’s lawyer stated.

Leadership Reforms Under Dr. Nyan

The ongoing shakeup at NPHIL is seen as part of Director General Dr. Nyan’s no-nonsense approach to fostering integrity and professionalism across the organization. The disciplinary measures are aimed at addressing governance concerns and setting a new standard of accountability within the institute.

For Nuwolo, the dispute is deeply personal. “This is about my character and integrity, which I have built over the years,” he said, emphasizing the emotional toll the allegations have taken on him.
