Monrovia – The National Public Health Institute of Liberia (NPHIL) has taken decisive action against corruption within its ranks, dismissing two senior officials and suspending several others following an investigation into the unauthorized removal and illegal sale of 11 government-owned vehicles.

Announced by NPHIL Director General Dr. Dougbeh Christopher Nyan, the dismissals impacted George Watson, Special Assistant to the Deputy Director for Administration, and Pewee Quaqua, Director of Logistics. Additional actions included the indefinite suspension of Deputy Director for Logistics, Darlington Bah, and three-month unpaid suspensions for drivers Alexander Jisay, Jerome Ponney, and Kennedy Gayflor.

Investigation Reveals Fraud

The decision stemmed from the findings of a seven-member investigative committee comprising representatives from the Liberia National Police, the Internal Audit Agency, and NPHIL’s senior management team. The investigation uncovered fraudulent activities, including the use of forged General Service Agency (GSA) documents to facilitate the illegal sale and personal appropriation of NPHIL vehicles.

Dr. Nyan reaffirmed his commitment to eradicating corruption, stating:
“Corruption will have no place at the NPHIL under my watch, as this may undermine the progress we are making here. We will strive to maintain the integrity and standards of the NPHIL.”

The committee also recommended to President Joseph Boakai the dismissal of Dr. Adams K. Lincoln, Deputy Director General for Administration, who is accused of masterminding the scheme by creating fake GSA documents and facilitating the unlawful disposal of government assets.

GSA’s Involvement and Response

Allegations have also implicated a General Service Agency staff member, Mr. Franklin Philiku, in the scheme. A communication from NPHIL to GSA revealed testimonies under oath that Philiku facilitated the unauthorized removal and sale of the vehicles while preparing falsified documents.

In response, GSA Director General Galakpai W. Kortimai confirmed that the documents in question were falsified and did not reflect legitimate transactions. He further stated that the GSA has initiated an internal investigation to uncover the full extent of the fraudulent activities and will take administrative actions against those found culpable.

“Following a review of the matter, we wish to inform you that the documents presented in this instance have been verified as falsified and do not reflect legitimate GSA transactions,” Kortimai noted.

Legal and Administrative Actions

The terminated NPHIL employees have been referred to the Ministry of Justice for further legal action, including the restitution of the stolen government properties. Dr. Nyan has also called on the NPHIL Board of Directors and the Ministry of Justice to support efforts to combat corruption and protect the institution’s integrity.

Dr. Nyan emphasized the importance of aligning these actions with Liberia’s ARREST Agenda for Inclusive Development, which prioritizes accountability and transparency in governance.
