Finally, a third category of restraints is rooted in the significant challenges of equity and accessibility. The very first step in creating a digital identity is often the verification of a physical, government-issued document, like a passport or driver's license. However, hundreds of millions of people worldwide lack such foundational documents. Furthermore, digital identity solutions are heavily reliant on the user having access to a modern smartphone with a high-quality camera and a reliable internet connection. This creates a significant "digital divide," where the most vulnerable populations—the poor, the elderly, the rural, and the displaced—are at risk of being excluded from the digital economy because they cannot meet the prerequisites for creating a digital identity. Solving this fundamental "inclusion challenge" and ensuring that digital identity systems do not exacerbate existing inequalities is a critical and unresolved restraint.
