Instead of the traditional method of submitting the budget to the Speaker of the House, the President sent it to the Chief Clerk, a move that has angered the House leadership.

The House of Representatives is currently divided into two factions, with one group led by Speaker J. Fonati Koffa and the other by Deputy Speaker Thomas Fallah. The submission of the budget to the Chief Clerk, who is aligned with the majority bloc, has further exacerbated the political tensions.

The Majority Bloc, which now holds a majority in the House, has accused the Speaker's faction of undermining the constitutional process. They argue that the budget should have been submitted to the Speaker, as per the established protocol.

Speaker Koffa, however, remains defiant, insisting that he is the rightful leader of the House and that the Majority Bloc's actions are unconstitutional. He has rejected calls for his resignation and vowed to uphold the rule of law.
